Before a throng of thousands of people and millions of television viewers with daughter Chelsea at his side and wife Hillary holding the Bible Bill Clinton was sworn in as the 42nd President of the United States in Washington DC on January 20 1993 Bill Clinton the long-time governor of Arkansas defeated incumbent George Bush by convincing voters that America needed to be set on a new courseone that a young Clinton could provide In his inaugural address Mr Clinton is quoted Profound and powerful forces are shaking and remaking our world and the urgent question of our time is whether we can make change our friend and not our enemy When most people are working harder for less when other cannot work at all when the cost of health care devastates families and threatens to bankrupt our enterprises great and smallwe have not made change our friend William Jefferson Blythe IV was born in the rural community of Hope Arkansas on August 19 1946 Bill as he was nicknamed was raised by mother Virginia and grandparents Eldridge and Edith Cassidy Bills father died when Virginia was six months pregnant with him He died from a car accident that threw him off of the road landed him in a drainage ditch and made him drown When Bill was four years old his mother married Roger Clinton and in 1954 the family moved to Hot Springs Virginia At an early age Bill was already reading the newspaper very interested in current events When the family bought its first television set in 1955 Bill was fascinated with political news especially the 1956 Democratic National Convention When Bill was ten Virginia and Roger had a son Roger Clinton Jr Bill was forced to become Roger Jrs father as his parents were always working or fighting Bills step-dad spent a few nights in jail after fighting with Virginia These factors forced Bill into independence early in life
