the principle that the government possessed the authority to make any laws necessary and proper for exercising the powers specifically granted to it Nash and Jeffery p 249 The Government took this power to the fullest extent in the late 1700s This is proven by its wars revolts and protests When Washington and Hamilton pieced together an idea on how to strengthen the economy did they know it would cause such commotion After the Revolutionary War the United States was left with a debt that would take a great amount of time to recover from That is when Secretary of Treasury Alexander Hamilton stepped in to take over with the hopes to make the economy stronger and help retire national debt Hamilton was a very domineering intelligent ambitious and sophisticated individual He held strong views on the recovery of his nation Hamilton wanted a strong central government He wanted the US nation to have world power much like the French and British during this time According to Hamilton the power would be based on trade and industry Business would be the United Sates helper to become a great nation He believed that because the poor were greater in number than the rich and did not have as much say in the government that they should pay a tax He did not want to tax the rich because their support was needed to run the government In January of 1790 he proposed some of his important pol icies to Congress Among these policies he put to use the Governments acquired power of taxation Under the implied powers defined above Hamilton wanted Congress to charter a bank that could collect taxes and regulate trade After much opposition the President of the United States George Washington finally signed this bank bill into law In December of 1790 he proposed a number of excise taxes among these was a tax on distilled liquor known as the whiskey tax
