"Your passion and investment in the topic and in persuading your audience really comes through. I am curious if this will be presented orally, as I notice phrases or appeals ("...correct?" in the first sentence, for example) that seem to suggest this could be a speech. Consider your rhetorical situation, including your audience, when deciding how conversational to get, particularly when writing about or discussing a controversial and serious topic like the death penalty. What makes sense in a speech, since you can use tone and pauses, may not read the same way. Returning to the check-in with your audience at the end of the first sentence, I would suggest moving away from that formulation if this is purely a written project; you can still directly confront the reader ("Do you agree that...") using more formal language or structure.
I wonder, too, how effective comparison to Stalin and Hitler will be; if you want to use this, I recommend basing it in numbers or data to ground the comparison beyond pathos-based appeals. Much of the essay relies on these appeals, which can become more persuasive when balanced by sourced numbers and studies. For example, how many prisoners sentenced to death were also on welfare? I see the point you are making, but you can stray quickly into tricky territory of counterproductive stereotyping that weakens the ethos and overall persuasiveness."
