Regulation of the Electric Utility Industry in New York State-----Recently the New York State Public Service Commission PSC as well asthe Federal Energy Regulatory Commission FERC have decided that theelectric utility industry should be restructured Six of the twelvemajor New York utility companies are a mong the 25 most expensiveutilities in the nation Therefore the PSC determined that there shouldbe more competition between electric companies in order to savecustomers moneyThe PSC is taking action by considering two competition models Thefirst wholesale competition is where an independent generators wouldsell to a power pool and the where pool would sell electricity toutilities municipal systems and other w holesale customers The secondis retail competition where the retail customers such as residenceswould have a choice of utility companies from which they would buy theirpower The first article Utility battle stated the PSCs course of actionwhich started last December with an administrative law judge whorecommended deregulation of wholesale power generation If thisoccurred it would be likely that direct retail competition would resultAll sides involved in this matter -- the utilities the PSC and somecustomers -- generally support competition However consumer groupssuch as the Citizens Utility Board CUB feel that residences would notbenefit completely since they would assume some of the cost given as adiscount to large industrial users Robert Ceisler executive directorof the CUB said this in the article Retail access is largely going tobenefit industrial customers and not residential customers Deregulat nis not really the answer for high utility rates Utilities completelysupport competition but do not confirm that it will lower prices NewYork State Electric and Gas NYSEG spokesman Clayton Ellis said thatIf competition is brought to the ele ctric utility industry we dontknow how that would affect price The second article Speakers demand cheaper electricity regards a PSCpublic hearing mentioned at the end of the first article The speakersat the meeting were concerned with the cost of electricity which couldbe driven up by deregulation Joseph Joyner a Deposit
