"You present some interesting points and observations, and the reader follows the discussion curious to learn your thoughts. My comments are mostly oriented around the question of the paper's purpose, which is a little hard to determine in the current draft -- will the emphasis be on Churchill's quote (e.g., rhetorical analysis), or is the focus on defining democracy? If it's the former, keep in mind that Churchill has a reputation as a wit, and if it's the latter, take some time and consider the efficacy of the quotation sources and a discussion that seems largely oriented around the U.S.
