Community Memorial Hospital is a not-for-profit 400-bed medicalsurgical hospital in downtown Middleville Ohio The hospital has been around for 75 years and is one of five to serve the community of about 650000 citizens The others are City Hospital St Marks OhioCare Health Associates and Doctors Hospital With five other hospitals in the area CMH wanted to increase their patient admissions by using various advertising and marketing strategies to set their selves in a good place with the competition In the past two and half months patient admissions had increased in the emergency room which was good because 30 of their admissions go through the ER The Chief Executive Officer at CMH Ralph Peterson was happy about the increase but felt that much success in such little time was too good to be true Peterson asked Bill Coffman the Chief Financial Officer of CMH to check further into this situation by researching what kind of patients were entering the emergency room and where they were coming from Through research both Peterson and Coffman soon discovered that majority of the patients involved in the newly increased number of patient admissions were medically indigent patients most from the same area This put up a red flag for Peterson because he realized if something was not done quickly the hospital would begin to greatly decline financially and could risk closing Petersons first step was to meet with the CEO at City Hospital Jim HardingPart of City Hospitals mission is to care for the poorer patients because it is in the poor area of the city and is the cities only publicly funded hospital to care for medically indigent patients According to the Emergency Medical Treatment and Active Labor Act EMTALA City Hospital is to be reimbursed 550 for each medically indigent patient that enters their emergency room When Harding met with Peterson he confessed that City
