A necessary condition for modern political democracy is citizen representation in the policymaking process While citizen representation ensures that the interests of the electorate are communicated to the state executive and legislature the disparity in electoral interests prevents ideological homogony within the legislative process Heterogeneous interest priorities hinder legislative efficiency as dissenting interests are accounted for and reconciled The democratic state pursuant to its legislative role is therefor obligated to proportion these dissimilar institutional imperatives of citizen representation and legislative efficiencyIt is our intent to demonstrate that Germanys state institutions most successfully accommodate both democratic imperatives for citizen representation and legislative efficiency We will use the United KingdomUK government system as a point of reference to evaluate the balance of both imperatives in the German state Germanys electoral system can be classified as a mixed-member proportional representation systemMPP This system used to elect individuals to the German legislature the Bundestag assigns seats in the legislature based on proportion of votes cast The MPP allows the electorate to elect candidates to the Bundestag as well as vote for a specific party Any party with a party vote share greater than five percent is allowed a proportional number of seats in the Bundestag This system of citizen representation differs from the UK house of commons which utilizes a first-past-the-postFPTP electoral system In the House of Commons seats are filled by the candidate with the majority vote this discounts the interests of the plurality electorate whose interests are not represented in the legislative house Unlike the UK House of Commons the German Bundestag gives proportional representation in the legislative house ensuring that the greatest diversity of electoral interests are represented in the legislative house Citizen representation and interest priorities are further championed in German political institutions through a neocorporatist relationship between government and interest groups The neocorporatist model is characterized by social interests organized into hierarchically structured associations these
