School climate refers to the quality and character of the school experience for those people who interact with or attend including students teaching and non-teaching staff and guardians It includes the schools norms which cause the school to function or react as it does School Climate Centre 2013 The schools leader is responsible for creating a positive school climate which includes the following four attributes a safe and orderly environment clear vision quality instruction and clear explicit high expectations for students This paper describes the attributes and outcomes of positive school climate and the leadership behaviours required to foster it At the heart of a positive school climate is a safe and orderly environment Safe and Orderly EnvironmentA safe and orderly environment allows the necessary psychological energy for teachers and students to teach and learn Marzano 2006 Firstly within a safe and orderly environment there are policies and procedures that are set as a basis of operation These policies and procedures provide a framework within which to make decisions and provide consistency This contributes to a positive school climate because constituents find decisions predictable and following a pattern An effective leader models the way for staff students and guardians by aligning decisions with the policies and procedures set forth and then implementing them with kindness and humility Kouzes Posner 2007 Treating staff students and guardians with kindness and humility is the basis of all interactions and is part of a school wide behavior system A second element of a safe and orderly environment is an all-school behaviour system that encompasses clear rules expectations of behaviour a no tolerance policy for harassment and bullying and consistent norms of discipline intervention When this is present students are provided the parameters within which to act and predictable consequences if the parameters are violated A leader sets the expectations and ensures that those interacting with the school are both aware and positively reinforced for following the
