According to the research found by Pete Winn at CNN Only 59 percent of high school students who started as freshmen in the 2006-2007 school year graduated four years later from District of Columbia schoolsPetewinncnnpg1 With having such a low graduation rate the mayor at the time Adrian Fenty knew something had to be done to improve his district Mayor Fenty then decided to strip the education board of its powers and create a new a position the chancellor Mayor Fenty appointed the position of chancellor to a woman named Michelle Rhee who had been a teacher for many years With Michelle Rhee having full support from the mayor to do what she pleased with the District of Columbia she began to put a reform plan in place She introduced sweeping reforms including removing ineffective teachers and closing under performing schools The changes Mrs Rhee made affected a lot of teachers and the teacher union of DC Those changes soon became very controversial Despite Michelle Rhees efforts to reform public education in Washington DC the teachers union opposed her reform do to Michelle Rhee firing many of the teachers who were protected by the teachers union The Students of Washington DC had historically below than average scores on their standardized tests According to the 2007 National Assessment of Educational Progress only eight percent of eighth graders met grade-level benchmarks for proficiency in math and just 14 percent of fourth graders scored at proficient levels in reading and language arts Cnn In result of the students low-test scores the drop out rate was very high In the graduating class of spring 2008 the average freshman graduation rate for the Columbia District was 59 compared with the national average of 749 The graduation rate being 59 percent was lower than any other state WebMaster Many people believe that this low student performance is due to the ineffectiveness of some of the Washington DC teachers The
