I believe that we need the second amendment of to the Constitution People should have the right to keep and bear arms to protect themselves However to protect the mass of innocent people better it needs to be improved The amendment gives the Americans the right to have firearms for the security The thing is that the right can rather violate the security as a gun on an inappropriate hand could lead a tragedy This society already have had numerous terrible examples like Sandy Hook Elementary shooting 122012 and Aurora shooting 072012 In 2010 guns took the lives of 31076 Americans in homicides suicides and unintentional shootings 2012 Furthermore considering there are a lot more other crimes involving guns it is clearly too much So I think we should change the Constitution to reduce it It may include a background investigation on a person who want to buy guns a prohibition on selling guns to an improper person a supervising gun shops under the government safety education for gun buyers and finally an unification of these laws among states First buying arms should involve a background check Simply if we can foresee who will commit a crime like Pre-Crime System of the movie Minority Report it would be easy to prevent the crime Though it is impractical and we cannot predict future at least we can figure out which group of people are more likely to commit crimes In the United States 53 of arrested males and 39 of arrested females are re-incarcerated Visher 2003 Psychosis was significantly associated with a 4968 increase in the odds of violence Douglas Guy Hart 2009 According to a study of homicides in Manhattan for male victim 376 of homicides resulted from drug-related activity Tardiff Gross Messner 1981 I suggest all of these 50 states to build a database holding reports of mental illnesses and criminal It should be systematically checked by the government for the people who are
