The children with special education needs are the most underprivileged and vulnerable groups in the society of inclusive education Hegarthy and Alur 2002 Therefore the Salamanca Statement 1994 has recognised the right of the children with special education needs to be included in mainstream schools in the whole world Many countries of the global education including England has inclusive views to establish the right of children with special education needs Hegarthy and Alur 2002 and so the Special Education Needs and Disability Act 2001 1-15 declares that there should not be any discrimination against children with special education needs in mainstream schools The Special Education Needs Code of Practice DfES 2001a Removing Barriers to Achievement the Government Strategy for Special Education Needs DfES2004 and many more policies in England have been developed to establish the right of the children with special education needs to be included in mainstream schools On the other side OfSTED report 2009 has published that children with special education needs are excluded from mainstream primary schools The report has revealed that 13 students were excluded from primary schools in 20067 and one was recognized as having special education needs and five of them are statement children with special education needs Entry of new head teacher unstable leadership and leaving jobs of experienced teachers are the main factors of these exclusions ibid 2009 Therefore my contention is that mainstream primary schools may ensure the inclusion and avoid exclusion of the children with special education needs by practicing inclusive teaching strategies DfES 2004 by maintaining strong parental involvement and partnership collaboration with special school of the authority OfSTED 2005 and by providing specialist expertise support and involving other professionals DfES 2001a Additionally mainstream schools may consider the views of medical model theory of special education needs and disability Farreell 2004 Lindsay 2003 to promote the inclusion right of the children with special education needs This essay
