Executive summary Introduction and background contextIn 2012 during the London Family Planning FP summit UNFPA committed to the world to support countries to improve their FP programmes To fulfill this commitment UNFPA started by developing organizational strategic orientation which includes but not limited to FP as a priority area in 2013 and beyond The corporate priority is deliberately named Choices Not Chance UNFPAs Family Planning Strategy so as to allow couples women and girls of reproductive age to make choices for their Reproductive Health and Rights RHR Since it is a global commitment deliverables in 2013 will be closely monitored by external stakeholders and UNFPA must ensure that it is taking discernible steps to strengthen country office capacity to accelerate delivery in this area Because FP programmes are resources-intensive they often require robust planning that aligns strategy and implementation with financial resources for effective delivery and achievement of results Consistent with this necessity the London Summit triggered UNFPA commitment to boost resource spending to family planning by ensuring that country programme resource allocations to the same is up to 40UNFPA has identified 25 country programmes with poorly performing FP-related outcome FP related indicators for these countries call for action to improve the FP situation The fund has decided to optimize its support to these programmes in addressing some of the bottlenecks around their programme implementation These programmes include Bangladesh Benin Burkina Faso Chad Djibouti Eritrea Ethiopia Guinea Guinea-Bissau Ghana Haiti Lao Liberia Malawi Mali Mauritania Mozambique Niger Nigeria Senegal Sierra Leone Sudan Tanzania Uganda and Zambia Looking at demographic indicators across the portfolio 4 of 25 programmes have an average population growth rate of 163 Eritrea Liberia Niger and Uganda while 3 of 25 are least growing at the pace of 62 over 5 years Bangladesh Djibouti and Haiti the rest of the portfolio are growing at 121 This situation presents a case for FP as an entry point to the various efforts
