This article dated April 25th deals with a report given on April 1st by the Group of States Against Corruption GRECO This group makes investigations and files claims against states that they feel are squandering and misusing government funds The group contains membership from many states mainly in Western and Eastern Europe The current report on Spain has lead GRECO to conclude that Spain has not made enough efforts to become more transparent when it comes to government spending According to the Spanish Court of Audit 25 percent of a partys income comes from its local organizations Corruption within political parties is a problem in nearly every nation causing financial shortcomings and discrepancies But in Spain in particular this is seen to be a major problem as the number of economic operations carried out locally is extremely high This is seen by the GRECO to be one of the major causes of Spains debt and they attribute this political spending to the non-leveled treatment of political party spending The report also noted that its previous recommendation to establish a common accounting format for parties at all levels to make their financial reports comparable had only been partially heeded with a draft accounting framework still at the preparatory stage As this claim suggests Spain has not been cooperative in trying to establish a level playing field for political expenditures by competing parties Loans granted to political parties have often been mishandled and misfiled As a result a huge amount of debt is experienced and this only adds to the growing national debt of Spain as a wholeBut this debt is not only a contemporary issue of Spain Indeed the political and economic issues at hand are projections of the issues Spain faced during the times of the Turno and the dictatorship of Primo de Rivera At its simplest the fact that Spain is trying to handle debt and corruption at once is a twisted melding of
