Did President Roosevelt Deliberately Withhold Information About the Attack on Pearl Harbor From the American Commanders Yes Many people feel that President Roosevelt withheld information about the attack on Pearl Harbor from the Americans including the author known as Robert A Theobald Theobald is the author of the book called The Final Secret of Pearl Harbor published in 1954 He was also there at Pearl Harbor December 7 1941 along with Admiral Husband E Kimmel when they appeared together and the officer testified in front of the Roberts Commission Theobald believed that when France was overcome President Roosevelt was convinced that Americans should help Great Britain fight against a Nazi World However our armed forces were not ready to go into combat they were weak and not prepared for war Theobald knew that something horrendous must happen in order for Congress to declare a war and the American people may not even support that decision Americans were against wars so an event needed to push our people over their limit to make them want to defend themselves by going to war and fighting for their country Theobald feels that there were some moves that our government made which led to the Japanese attack on Pearl Harbor He states President Roosevelt forced Japan to war by unrelenting diplomatic-economic pressure and enticed that country to initiate hostilities with a surprise attack by holding the Pacific Fleet in Hawaiian waters as an invitation to that attack Japan was being pushed to their limit by the US helping China by providing them with military and financial aid in concert of Great Britain US stopped the Philippine exports to Japan by Executive Order in late May US froze their assets and stopped all trading with Japan by the US Great Britain and the Netherlands in July FDR made statements in August to Ambassador Nomura regarding the policy The American note of the Washington conference was terminated in November
