The case of Replacing the Police Chief begins with Will Spanning who is the city manager of Dover The city is home to around 5000 citizens The Dover police agency was the largest division within seventy-five miles and was lead by police chief Charles Johnson Spanning and Johnson had worked together for around four years and had a great working relationship To the surprise of Spanning Johnson informed him that he would be resigning as police chief to purse higher education Spanning understood the difficulty of hiring a new police chief but was determined to make the transition as smooth as possible and choose the right candidate for the job William R Bridego 1998Spannings issue at hand was with the city council Spanning was given the right as manager to hire and fire city employees but at the same time the council reserves the right to confirm hirings The council was made up of seven members that also held the right to remove Spanning from office without warrant William R Bridego 1998Spanning wanted to selection of a new police chief to have a process so he made a four step screening method Certain members of the city council including Arnold Fornby believed the process was unnecessary and that a local man was the best candidate for the job After speaking with Fornby Spanning decided to still purse the selection process Three candidates emerged as front-runners for the position because they were the most qualified The candidate that Fornby and other members of the council had chosen was not as qualified for the position The local candidate whose name was Jim Waterhouse was suspected to have a relationship with a very powerful family in community This family was also connected to three members of the city council who also believed Waterhouse should receive the job Three other members of the council supported Spanning and wanted him to move forward with the three qualified
