The delegates to the Constitutional Convention of 1787 faced many conflicts that eventually resulted in compromise The Convention was called after Shays Rebellion showed the failure of the Articles of Confederation Although the delegates agreed to form a new government they disagreed on many issues The first conflict facing the delegates concerned representation The large states believed representation should be based on the population and proposed the Virginia Plan James Madison and Virginia Governor Edmund Randolph suggested a bicameral legislature with membership based on each states population The lower house would be elected by the people who are eligible to vote and the upper house would be chosen by the lower house The legislature would vote for the countrys president for an undefined term and ineligible for reelection Both houses would set up a national court system The delegates from the less populous states energetically objected to the Virginia Plan because the more populous states would constantly outvote the smaller states Therefore the small states supported William Pattersons New Jersey Plan that each state have equal representation The government would be composed of a unicameral legislature with each state having one vote an executive branch consisting of several men and and a supreme court Furthermore the New Jersey Plan implied that Congress should be granted the power to tax and to regulate trade The issue the most serious one dividing the delegates was settled by the Great Compromise Roger Sherman recommended a Congress made up of two houses In the House of Representatives or lower house representation would be based on population In the Senate or upper house each state would have two votes Moreover the members of the House of Representatives would be elected by the people Whereas the state legislatures would chose the members of the Senate Pattersons plan approved that all appropriation bills originate in the lower house Although the Great Compromise settled one major issue it led
