The Jeffersonian Republicans concoction of the Kentucky Resolutions became a very solid attack on the Alien and Sedition Acts which were enacted by the Federalists in 1798 The United States citizens were along with Thomas Jefferson and many others infuriated by the Alien and Sedition Acts because they thought the Acts were in violation of the first and tenth amendment Thomas Jefferson composed these nine resolutions in complete secrecy Jefferson was originally going to give the Resolves to W C Nicholas for him to present them to the North Carolina Legislature but instead due to political setbacks Nicholas gave them to John Breckinridge to present them to Kentucky Watkins The Kentucky Resolutions were fair and what the people of the United States wanted because they believed that the Alien and Sedition Acts were unconstitutional and harmed their freedom from oppressionThe first nine resolves written by Jefferson were the ones passed by the Kentucky Legislature Numerous changes were made to Jeffersons original draft that Breckinridge presented For instance the word nullification was omitted because the Union and France were close to having a civil war and they believed that talk of nullification might have been the trigger to start a destructive war Watkins Other omissions were made to the original writing but perhaps the most important according to William Watkins Jr was the omission of Jeffersons call for a committee of conference and correspondence to foster communication among the states which Hamilton had suggested in Federalist 28The resolutions stated that the Constitution basically established a compact among the states Brands 204 Also it expresses that the federal government had no given power to exercise powers that werent particularly given to them under the conditions of the compact Correspondingly if they did possess these powers the acts they tried to present would be voided Finally they define that it was not the federal government but the states
