I anticipate you'll be focusing on refining both higher- and lower-order concerns. For the former, there remains room to tighten up the argumentation. I recommend focusing the historical background (the 1917 date seems most relevant to your discussion; anything before feels too distant); your counterargument/counterexample paragraph is off to a good start but should present a more robust and direct response to satisfy that area of the discussion.
