Democracy has developed within human civilization since ancient timeshowever the minimal requirements for democracy have not yet beenconsensually defined Each polity exercises democracy differently - somewith one leader others with multiple With the various forms ofdemocracy in different countries the line between democracy and otherpolitical systems can be blurred if purely judging on the form ofgovernment - either the number of leaders or the number of politicalparties As opposed to dictatorship and tyranny democracy signifiesfreedom and equality which requires the involvement of the people Theminimum requirements for democracy is allowing the citizens tocollectively participate in the politys decision making process whichis built upon a combination of modernization of the societyinstitutional rules and social capitalIn order to involve the people in the politys decision-making processwe need to be able to trust that the majority of people make gooddecisions Modernization of the society thus plays a vital role whichcomes with citizen rights government transparency and nation wideeducation Many ancient nations had more than one ruler who werenominated by the people however they were far from true democracySparta had magistrates who were nominated by the people to limit thekings power but the only five magistrates made all administrative andpolitical decisions They sometimes together became the tyranny due totheir executive power In Gauls the priests enjoyed the unlimited powerand the military and noble class was placed under the priests Thepeople in Gauls had no rights or participation in the policy makingprocess Compared to Sparta and Gauls Rome was slightly closer todemocracy They had elected tribunes to influence the plebeian counselsdecisions The people had political rights to vote on simple mattersuntil when the oligarchy got rid of the tribunes when it overthrew theking All these ancient regimes failed to be considered as democracybecause their modernization level limited the peoples involvement inthe decision making process Government transparency and human rightswere almost non-existing in those countries As Benjamin Constant laidout in his paper Among the ancients therefore the individual isnearly always sovereign
