During the Rwandan genocide the international communitys response was sending a small amount of poorly equipped troops with Lieutenant-General Romo Antonius Dallaire The troops were from various countries did not speak a common language and could not do as much as they wanted for peacekeeping as they were limited by the UNs policies The UN had to stay neutral and the act of enforcing peace was prohibited The United States was not interested in spending more money or troops in Africa as their previous Somalia mission was a very pricy failure As an alternative the United Nations should have gathered more information on the region and the culture before sending troops With the acquirement of knowledge on Rwanda they could have deployed the troops in a more tactical way The UN should have briefed the troops and have given them good equipment even if that meant more funding from countries Also the legal protocols should have been changed during the Genocide to let UNAMIR act when they needed Peace enforcing should have been allowed to protect civilians When the international community first got involved in Rwanda the UNAMIRs mission was to oversee the installation of the new government in Rwandas capital and make sure peace was kept The troops were also told help implement the Arusha Peace Agreement UNAMIR The UN knew that Rwanda had been having great tensions between the Hutus and the Tutsis and that there was a great chance of the breakout of civil killing Right from the start the mission in Rwanda was not well conducted The troops led by Dallaire had not enough Intel or equipment to be ready to go into Kigali The Hutus and the Tutsis have been fighting since 1962 without ever settling for a long period of time The Heart of the Hutu-Tutsi Conflict After the Arusha Accords tensions between the two ethnical groups were still very high and it was easy to figure out there
