In current political affairs the theme of struggle in relation to land rights is still as prominent an issue now as it was in the late 19th and early 20th centuries The issue around the time of Herzl was that if the Jews were to purchase large plots land in Palestine they would inadvertently affect those who occupied the land previously During this time the JNF had already begun purchasing large plots of land in Palestine through fund raising The land was then turned into Kibbutzim and some Jews were granted use of the land in exchange for improving it Those non-Jews who occupied the land prior were essentially peasant farmers who had their landlords pay their taxes to the Ottomans but when the Zionist Organization began purchasing large plots of land they were forced to move Some of those peasants that were forced to move due to increasing costs were compensated by the Zionist Organization The current issue at hand relates to a 1970s expropriation military order whereby land was to be exclusively used for military activities The land is located on the West Bank and is currently undergoing illegal residential construction according to the expropriation order Similar to the time when peasant farmers were forced to move from their land and were compensated the Israeli defense minister has agreed to financially compensate those illegally occupying and building on the expropriated land The continued remedy for those who were forced to move due to Jewish organizations legally acquiring the land in question in both cases is money but one could question whether other forms of compensation would have been more appropriate In spite of this one should acknowledge that in neither case were the Jews required to compensate those occupying their legal land Engel asserted that during the initial purchasing of land both Jews and non-Jews would support a Palestine governed by Jews
