During the period of the eighteenth century to the end of the nineteenth century as a result of industrialisation Europe underwent great modifications and modernisation Under classical liberalism the role of the state was limited and it was voluntarily to provide security and social order within society Under classical liberalism individuals can decide their way of life and thinking However minimal state intervention in an industrialized society such as the United Kingdom led to poverty and mass unemployment According to Bellamy 1992p5 Nineteenth century British liberals appreciated the threat posed by modern societies to their doctrine and sought to rework its categories to cope with the political social and economic demands of the mass industrial world left- and right- wing commentators respectively have regarded the resulting new liberalism as either a progressive extension or a regressive reformulation of classical liberalism In order to prevent inequality the modern liberalism idea of state regulation was necessary The advance in the economy and free market created inequality within society and moreover it increased the gap between individuals this led to poverty and mass unemployment instead of wealth and prosperity Classical liberalists strongly believed in the natural right and freedom of the individual and moreover minimal state intervention and that the state should only protect the rights and freedom of individuals Modern liberalist believes during an advance in the economy each individual should benefit from it but under the classical liberalism idea of individuals freedom from state individuals were self-motivated and greedy This resulted in inequalities within society in the case of the United Kingdom In terms of rights freedom and most importantly equality this questions the idea of minimal state intervention The state needed to actively interfere to ensure individuals rights and freedom not abused Heywood argues 2002p46 modern liberals support for collective provision and government intervention has always been conditional Their concern has always been
