During the history of the United States our country has operated under two different constitutions First The Articles of the Confederation which was put in effect in Maryland March 1 1781 And second The Constitution which came into order in place of the articles in New Hampshire on June 21 1778 The Articles of the Confederation nad The Constitution compare and contrast in many ways especially regarding the specific powers by each to the national government The Articles of the Confederation mentions that the congress is composed of a single legislative body Congress was composed of two and seven members per state The states were only granted one vote a peice Representatives were appointed by state legislatures Each representative served a one year tearm in office and he could only serve a minimum of three out of of every six years Leadership in the congress was held by the president of congress The congress was also held responsible for disputes between states The admittance of a new state required the agreement of nine out of the thirteen states Any amendment had to be agreed on unanimously by all of the states The congess was in charge of naval construction but the states maintained these warships in case of emergancy The congress was also in charge of putting together an army They had to obtain troops from each state according to that states population Taxes were assigned by the congress but were collected by the states themselves And any formal passing of a tax or law had to have a unanimous vote The Constitution states that the congress is consisted of two seperate branches the House of Representatives and the Senate The new congress was allowed two Senators per state while the number of Representatives was based on the population of each state The states were now allowed one vote per Representatives instead of one vote per state Senators were appointed by state legislatures while the
