Representation should not be based on the population of states Every state should have one representative one vote If larger states had more representation smaller states would be overlooked and in time over-powered Smaller states would have to pay the same taxes as the larger states if smaller states had less vote and power The New Jersey plan which was proposed by William Patterson suggests one vote per state Every state would have equal representation The small states which are just as much part of the country as the larger states should have equal say in decisions involving the future country Under the Virginia plan there would be three branches of government and a bicameral legislature Representation would be according to population and money contributions Three states would control Congress The small states would lose their equality If the States have equal votes a minority of the people or an Aristocracy will appoint the Government Officers A Quorum of the first Branch may be easily assembled they may carry a measure in that Branch against the sense of the Majority the Senate may confirm it This quote comes from James Wilson a delegate from Pennsylvania He was expressing his fear of the smaller states over-powering the majority and becoming a small decisive over-ruling power This seems quite interesting being that the larger states want more representation and power over the minority Wilsons whole argument is based on a fear that if the smaller states had equal representation they would do to the majority what the majority is planning on doing to them An inequality in representation would place an unfair tax burden on smaller states The smaller states have less people and would not be able to turn out the revenue that the larger states are able to turn out Because the smaller states would have less representation its assumed that their financial and political concerns would not be addressed equally as those
