"With your ideas, main claims, and the broad structural contours down on the page, the next tasks will require shaping that raw material into a purposeful presentation. The main stumbling block for the reader is that, currently, the task of determining purpose is left up to them and, moreover, that the tools to do so are not fully provided until the last page. Is this, ultimately, a history paper or a philosophical discussion? Let the reader know by adding a specific and targeted introduction that defines the project.
If this paper's main task is the debate that appears in the second half, I recommend moving through the historical background more rapidly -- perhaps the first four paragraphs could be streamlined into two briefer paragraphs. With more space, you can next expand the discussion of the current last page, which uses a series of rapid-fire paragraphs that currently reads more like an outline. Start building those out for a persuasive and effective argument."
