"Your first sentence is confusing and should be rewritten. You should include a serial comma in a list. “Policy making” should be hyphenated. The phrase “implement effectively public policy” is confusing. It should either be “effectively implement public policy” or “implement effective public policy.” Since it refers to a single state, you should write “a state’s financial capacity ….” What is “counter managing?” It should probably be hyphenated, but I am unsure what that might mean. I don’t understand the conclusion, particularly the first sentence. Your last sentence would be better placed in the introduction.
This essay struggles to define the issue and make a logical argument. You should introduce the topic you wish to address, discuss its various aspects in an organized manner, and summarize your thoughts in the conclusion."
