Terrorism and the MRTA The phrase One mans terrorist is another mans freedom fighter has become one of the greatest obstacles in coping with terrorism This clich is used to help define what terrorism is and draw boundaries between what terrorism is and is not Ned Walker Assistant to the Undersecretary for Middle East Affairs at the US State Department defines terrorism as any politically motivated attack on non-combatant targets The organization of the Tupac Amaru Revolutionary Movement MRTA fits this definition of terrorism The MRTA has a history ideology and leadership that has been a threat in Peru since the early 80s Though the MRTA was not officially founded until 1984 the group has a history dating back to 1980 Many scholars believe the group was originally a front organization for the Sendero Luminoso SL Nestor Cerpa and Victor Polay founded the MRTA in 1984 These two university student radicals believed in a diverse Castroite Marxists-Leninist ideology Terrorist research Center The group leaders decided in 1986 to join forces with the Movement of Revolutionary Left MIR Shortly after the merger the MRTA headed a widespread bombing campaign throughout Lima This first campaign helped increase the manpower of the MRTA and the strength of the ideological outlook The following year an MRTA commando kidnapped retired air force general and businessman Alan Garcia This lead to the arrest and imprisonment of Victor Polay in February of 1989 After the arrest of their leader the MRTA became increasingly active in rural areas Then in 1990 another commando shot the former Defense Minister E Lopez Albujar Just six months later Polay and 46 other inmates escaped from the Canto Grande prison through a via a 315 meter long tunnel The police arrested Victor Polay again in June of 1992 MRTA homepage The MRTA went silent for 3 years while their leader sat in jail They emerged in 1995 when 30 Tupac Amaristas were arrested after a
