"You make good arguments. The word “president” is not capitalized when not referring to a specific president. The word “addendum” is not normally used as you do here. Informal language such as contractions is best avoided in formal writing. You cite FDR’s presumed intent, but you do not indicate its relevance, which I suppose relates to his being the first such library. “Presidential libraries” is capitalized inconsistently. “Taxpayers” is one word, and in this case, it would end with an apostrophe, as a plural possessive term. You mention taxpayers’ money, but presidential libraries are not funded by the government. You have some grammatical issues that can be corrected by self-editing and the use of a grammar checker."
