Over the course of the 20th Century nearly every aspect of international politics had been redefined The United States began the 1900s with a primarily isolationist attitude with respect to other states and their right to sovereignty However by Centurys end the United States rose to be the planets one super-power not without the large US nose sticking itself into everyone elses business And over that 100-year period innumerable causes and effects have led to that conclusion Arguably the finale of World War II was the most major turning point The post World War II state of affairs left two victors the United States and the Soviet Union both vying for political and economic control of the modern world Both countries were at odds however the 40 year period known as The Cold War was a sort of incubator for two developing siblings Once the Iron Curtain fell in 1989 they were both released the 1990s were years where both countries were left blinking in the sunlight wondering what to do with the new world before them both taking on new roles they had never played The US and the RussiaSoviet Union that entered the Cold War were now two very different countries extremely modern and holding an extremely different amount of power They had never been without each other until now This called for some re-definition Like I mentioned before the US stepped up and became the one remaining super-power With its confidence and capability the US began to call for a scaled back nuclear approach with the Strategic Arms Reduction Treaties START Blair Feiveson and von Hippel p 169 There just was not a viable need for such a dangerous stockpile anymore if there ever was So as dictated by the START II agreement the US plans to reduce the number of ballistic-missile submarines from 18 to 14 and reduce the number of warheads from 8 to 5 on each submarine The
