The problem with diplomatic solutions reahced with liars is that liears cnnot be trusted and will break any promises they make That sounds like simple concept to grasp but it is astonishing how many people here and abroad have yet to learn this valuable lesson That is why it is so futile to bleat every morning and evening--as most of televisions chattering classes dowith a few notable and welcome exceptions--that the Bush Administration must search for--and embrace--a diplomatic solution to the crisis with North Korea Diplomatic solutions require an exchange of promises We have done that with both North Korea and Iraq and we know it has not worked and will not work when the other side of the negotiating table is occupied by either of those countries With great fanfare the Clinton Administration in 1994 proudly produced the Agreed Framework with North Korea The US agreed to arrange for Pyonyang to obtain two nuclear reactors These reactors were supposedly incapable of producing plutonium--the first lie With only a little technical effort they could produce it We were also to give the North free fuel oil And the Norths commitment To give up its nuclear weapons program In October North Korea casaully admitted that it had lied all along and that it was well on the way to adding to its forbidden nuclear weaponry When we quite properly stated that North Koreas admission put an end to the Agreed Framework and we stopped the deliveries of oil to the North Pyonyang flew into a rage over our violation Cutting to the heart of the matter as she so often has Karen Elliott House publisher of the Wall Street Journal noted thatThe very reason North Korea has become a nuclear power is a decade of appeasement by previous administrations In short our reliance in the 1990s on a diplomatic solution with a lying nation gave that nation on additional decade to add to its nuclear capabilities
