"Your memo is well-written, well-argued, and thorough. There are only a few small areas that need to be addressed. First, when recounting an altercation involving multiple parties, make sure that you are clear about who all of the actors are (i.e., don't refer to a person without first having identified them as being part of the event). Be vigilant about verb tense, especially since you go between recounting events (past tense) and speaking about current statutes/decisions (present tense). Make sure your language matches the formal tone of this document. For instance, "undercover cop," while a common term, might be better written as "undercover officer" when the tone is formal."
