What is the conservation problem the uproar about the implementation of the Fee Demo program that had been adopted by four government agencies What are the institutions dealing with the problem This act gave authority to the National park service the Bureau of land Management the Department of fish and Wildlife and the Forest Service to test user fees for recreation on federal lands What incentives do they face to solve the problem -- or make it worse The major positive fact about the Fee Demo Project is the amount of money brought to specific areas The users of an area pay the costs this ensures that the most popular sites will receive the funding they need Another important reason for fees in the national forests is that Congress is not willing to devote money to subsidize outdoor recreation so these new fees are needed More than 100 organizations oppose the fee demo and include such powerful and well-known groups as the Sierra Club the Audubon Society the American White Water Association and Wild Wilderness Other problems on a more personal level include the high cost for families to participate In areas that charge by person and by day the price quickly becomes out of reach of middle and lower class families Another concern is the potential for the over-development of areas as the money brought in is spent An often-voiced point is that there has been no real opportunity for public input Another problem with the program is that currently over one fifth of the money brought in by these fees is spent on collecting them This drive to collect fees may lead managers to try to increase visitation which could have a detrimental effect on the environment How could the incentives be fixed The forest Service needs to be provided more
