Liberalism and democracy are often associated as being the same but they dont always go hand in hand Democracy basically means that elections take place or from its Greek roots the rule of the people 13 where the people are able to vote and have a voice in their government whether its influential or not Liberalism used in the nineteenth century sense inquires the rule of law natural rights freedoms and constitutional law The assumption is that they are the same thing and they go together but in truth they dont always fit if not conducted in the right way When a country wants to be democratic they obviously begin with democracy through creating elections Zakaria brings up several examples of countries that have tried and failed to democratize in the beginning before developing the proper liberal situations for success He argues that the societies that had liberal institutions were able to become successful liberal democracies whereas societies without the liberal staples created democracies which allowed tyrants dictators or autocrats to become powerful For example Iraq assumed that democracy implied liberalism rights and freedom but it actual only suggests elections According to Zakaria for those in the west democracy suggests liberal democracy a political system marked not only by free and fair elections but also by the rule of law a separation of powers and the protection of the basic liberties of speech assembly religion and property 17 This bundle of freedoms which is often termed constitutional liberalism is not the same as democracy and the two do not always go together For example Hong Kong had one of the highest levels of constitutional liberalism but was in no way a democracy 21 This proves that two terms we continuously combine with one another arent always required to be one Liberalism is a gradual and slow process and has been growing over time throughout the history of Europe This growth takes place through the power
