Through Norm Stampers memoir Breaking Rank A Top Cops Expos of the Dark Side of American Policing he illustrates his personal experience of his involvement in the police force from 1966 to 2000 Stampers personal goal was always to be the best cop that he could be but with the corruption in the police system this was sometimes a hard feat to accomplish Stamper xiii Stamper compares the police system to the idiom that rotten apples spoil the barrel but argues that though there are bad apples it is the corrupted barrel that is making the apples bad Stamper ix He concludes that police officers themselves are not corrupt but the policing system is corrupt and in consequence is corrupting its officers and ultimately corrupting societys attitude towards them Stamper discusses the flaws in American policing and proposes ways in which he thinks will improve the police system to better service societyNorm Stamper started his career as a beat cop in San Diego and worked his way through the ranks to become the chief of the Seattle Police Department With his thorough knowledge of the police force he depicts how the corruption of the American police system has led to further corruption in society A perfect society would be where everyone gets along and there is no crime Stamper vii But there is no such thing as a perfect society because every society is filled with inequalities that lead to conflicts America is filled with violence including crimes involving drugs guns prostitution and crime due to race sex and sexual orientation Stamper points out that society is filled with violence and corruption and the police system which is supposed to fix these problems cannot because it is also corrupt leading to more violence and inequality in society and a sense of hypocrisy Stamper ixBy fixing the police system it will in return help fix many of societys problems Stamper concludes that the only way
