Earlier ages fortified themselves behind the sovereign state behind protectionism and militarism 1868 and 1871 saw the creation of two empires The German Empire ruled by the Prussian King and newly Emperor Wilhelm I The Meiji Emperor was restored to rule over the Empire of Japan Prussia created an empire in its own image An empire ruled by the threat of force by the newly appointed Emperor A Prussian nobility dominated army that sought to prolong their power A conservative minded nobility that feared the revolutions of the 19th century What distinguishes Prussians from other people is that theirs is not a country with an army They have an army and a country that serves it Through unity with the Emperor and the Emperor to the army they sought to keep their autocratic power The Empire of Japan formed by a small group of elite samurai had other fears namely the west By restoring the Meiji Emperor as a rallying point they created a centrally controlled government These ex-samurai or Japanese nobility used the Emperor to create absolute loyalty to the state Our subjects ever united in loyalty and filial piety have from generation to generation illustrated the beauty thereof Unlike the Prussian dominated Germany these leaders werent initially militaristic in nature They were driven by fear of their weakness from the west They sought a strong army fiercely loyal to the Emperor and consequently themselves The governments influenced the cultures of their societies This culture change was a result of autocratic governments trying to keep power as the nation rushed into the modern age The strong do what they can and
