I Introduction Warren v District of Columbia This is a case in which three rape victims sued the city under the following facts Two of the victims were upstairs when they heard the other being attacked by men who had broken in downstairs From an upstairs telephone the two roommates made several calls to the police Half an hour passed and their roommates screams ceased they assumed the police must have arrived In fact however their calls had been lost in the shuffle while the roommate was being beaten into silent acquiescence When her roommates went downstairs to see to her as the courts opinion describes it For the next fourteen hours the women were held captive raped robbed beaten forced to commit sexual acts upon each other and made to submit to the sexual demands of their attackers Having set out these facts the District of Columbias highest court nevertheless exonerated the District of Columbia and its police It noted that it is a fundamental principle of American law that a government and its agents are under no general duty to provide public services such as police protection to any individual citizen Think about that for just a minute If it is not the responsibility of the government government agencies or government employees to protect individual citizens then whose responsibility is it Thats right the individual Americans are faced with an ever-growing problem of violence Our streets have become a battleground where the elderly are beaten for their social security checks where terrified women are attacked and raped where teen-age gangsters shoot it out for a patch of turf to sell their illegal drugs and where innocent children are caught daily in the crossfire of drive-by shootings We cannot ignore the damage that these criminals are doing to our society and we must take actions to stop these horrors However the effort by some misguided individuals to eliminate the legal ownership of firearms does
