Who Benefits-RICH or POOR I have always thought that welfare and other governmental benefits were meant for the poor But the rich benefit more from public assistance and governmental benefits in the United States today In 1994 29 percent of families with incomes of at least 150000 received governmental benefits averaging more than 16000 through programs such as Social Security Families with incomes below 10000 however received benefits averaging less than 8000 CO 19982734 This shows that the people with less need of aid are receiving twice as much as the people who are living in extreme poverty The way the government distributes their funds is obviously unfair This makes me wonder how poor families survive on that much money Many poor families manage by cutting back on food jeopardizing their health and the development of their children or by living in substandard and sometimes dangerous housing Some do without heat electricity telephone service or plumbing for months or years Many do without health insurance health care safe child care or reliable transportation to get them to or from work CO 1998273 Single mothers are a high percentage of the poor One study found that on average welfare mothers who do not receive housing subsides more than two-thirds do not fell 519 short of meeting their monthly expenses with just the welfare benefits CO 1998273 That is extremely sad when you consider how the children must live They probably do not eat healthy or have much clothing to wear There are two hidden welfare systems stated in the reading The first one is through tax expenditures The government gives tax breaks to homeowners For illustration one of the largest tax expenditure programs is the money that homeowners deduct from their taxes for real estate taxes and interest on their mortgages mortgage interest is deductible on mortgage up to 1 million In irony the government tax breaks to homeowners over 60 billion in 1995
