The writing itself is clear; a thorough proofread will help catch some mechanics and conventions issues, including a few sentence fragments and some minor formatting in the works cited (use of sentence/title case). My main suggestion is to use a reverse outlining technique to ensure your discussion moves logically from top to bottom. Right now, it is not clear why the discussion takes a "break" in the middle to dedicate two paragraphs to Herring's arguments (via Banks). Should these points be distributed through the other body paragraphs? Or, if you use it as a case study, where else in the paper might it be positioned? Think about streamlining sentences within paragraphs as well. For example, you dedicate two sentences to defining what an anchor institution is. Is that necessary? Can you fuse those into one succinct sentence that delivers information more efficiently? If so, use that as a model to tighten up other areas of the discussion as well."
