There has been tremendous change in the world since 1787 The Articles of Confederation was failing to govern the young nation and a change was necessary for the country to remain free Each state was asked to send delegates to Philadelphia where the document was to be amended to fix the nations problems Instead of altering the Articles of Confederation the representatives wrote a new governing document known as the Constitution The Constitution went into effect on March 4 1789 and was ratified by all thirteen states on May 29 1790 The Constitution written 226 years ago was very effective then however some parts are no longer relevant to todays worldThe Constitution was written in a time when white males were the only people with rights in American society This is demonstrated multiple times in the Constitution In Article 1 Section 2 Clause 3 what is known as the 35ths Clause explains how slaves would be counted for representation The clause states that slaves count as 35ths of a person when population is being taken for the purpose of representation in Congress This clause is an example of the debate between states with a large number of slaves versus those with little to no slaves It is one of many compromises that were made during the creation of the Constitution Article 1 Section 9 Clause 1 has the words such Persons as any of the States now existing shall think it proper to admit This is a wording used to say slaves without directly saying slaves
